Is it normal if older guys don't flirt with a girl because they think she's only 16 when she's really 23?
That is so funny. As a 27 year old who gets mistaken for 19 all the time, I do not know how to "act" or "dress" any older than I already do.
It's not like I walk around dressed like a teenager. It can be very frustrating and it's really annoying when people say that I am "lucky".
I realized some time ago that Lady Gaga of all people is only 23, and she looks older than I do.

I'm 23 and people always think I'm 17 or something. It doesn't stop them from talking to me, in fact a lot of men like younger women.
Wow- I would love to "date" a girl who is 23 and looks 16. If a guy meets you in a bar and you are drinking he will know you're at least 21 or have a killer fake ID. It should at least get them to approach you. So put on something sexy, grab a friend and head off to the bar.
A lot of people think it's not alright for 20 year old guys to have sex with a 16 year old. So if 20 year old guys think that you are 16 based on your appearance, then ya, they probably wouldn't approach you.
Maybe you should wear a badge that lets people know your real age if you are unable to attain a 23 year old appearance.
