Either the O.P's a troll or his partner's habits are not "normal" for folks in a polite society. There damn sure are folks who work at spreading bodily excretions as an act of hostility. But it's not always so.

As there's a catch clause- some folks may be physically impaired and have operational difficulties. Not an excuse- but it's a "reason" for it being "not by intent or mental defect" as such.
