    Does the 911 operator have some form of power to arrest/fine these idiots for wasting time and resources? Especially when someone else who has a genuine reason could be utilising the system.

      It is a crime to make calls to emergency numbers for anything other than an emergency. So yes they can but I don't think its the operators themselves doing the arrests I think it would be up to the local police department.
