Is it normal not wanting to work for money?

But rather want to live your life fully. I don't mean it in a way that you don't want pay if you do a job but unless it's something you absolutely want to do. I realize it sounds normal to not want a job but what if you absolutely refused to do jobs that you felt were completely unnatural like sitting in a desk all day. Is that supposed to be humanly natural?

Why do you think that so many people (not always bad) are living off of the government?

Sadly, it is normal for this current crop of youngsters. I am only 23, but the work ethic of kids in my generation and younger is repulsive. Nobody likes to work - so that should be your driving ambition to find something you love to do and (hopefully) in an ideal world you'll get to do that for a living.

That being said, everyone has to work. If everybody decided "gee, I don't like this. Living off the government and other people's charity, HERE I COME" the world would be screwed. Find a balance of work and play, and get to work. It's a part of life.
