Puberty varies from person to person. Kids can hit puberty as young as 9 and start as late as 16. It does not matter unless your brother gets to thirty and still no sign of those arm pit hairs, haha :)

Sure it is normal!!! I started hitting puberty at about 10. Now I am 13 almost 14 and I have armpit hair, chest hair, facial hair, even pubic hair.

This is normal! Not everyone hits puberty early, and some guys can hit puberty as late as 16 to 18 (and sometimes 20). I hit puberty late too... People can mature on the right age depending on the person. Not everyone is the same!

For some puberty is subtle and timely. Everything sprouting up, fattening up. For others it is rapid. Instant bush overnight. I was a slow bloomer. Armpit hair finally became visible just short of age 16. You may not be able to explain thus (it wouldn't make sense yet), but a full-blown ejaculation is a good sign. Hard one to define.....more than oozing a tiny, slightly white tip of fluid which barely oozes out the top of penis.
