I suspect on the street I was living on one of my neighbors was beating his wife I heard her shouting for help at night but I just don't care what happened so I didn't tell anyone and I'm wondering if this feeling or lack of feeling is normal

Seriously? That's nothing to be taken lightly. Just because you don't know the people involved doesn't mean you shouldn't help.
what if your were the one who got beating up, wouldn't you want any body to help you?
Do you know his house? His name? Report him to the police. Collect any info. Does he have a car? Copy the license plate.
Not caring is apathy, which is totally normal for adolescents and young adults. However, a "normal" person may want to try and get the woman some help even if indirectly via police.
Maybe it's a type of depression ...think about If things have happend lately that hurt u or make u feel embarrassed or uncomfertable....(unless u "don't care") sorry man just that was kinda stupid
