Maybe they are tender all the time, and she is afraid to admit to you that it hurts when you touch them? I don't know, not normal. Most girls want their breasts to be touched when intimate, so I don't really understand.

I think it's unacceptable for her to deny you access to one of the things about her that you really love. (as long as you're not trying to grab at her in public)
