Is it normal my safe mode keeps getting stuck ? i kept switching it

my button that safe mode getting stuck off than on I kept switching it back and force becuase I had no idea what it was now it stuck on it got stuck off last time why it keep getting stuck ?

    This setting change is likely handled through a cookie on your computer.
    Is your browser resetting or are all temporary files removed when the Internet browser is closed?

    By the way, I use free CCleaner every day, sometimes twice a day! http://www.piriform.com/CCLEANER

      I finally fixed it but I had to log out of my whole computer shut it down and than log in to the site on another system but I fixed .
