Is it normal my glazier messed up my windows

So I call the guy because I wanted some French windows fitting. He seems to know what he's doing so I leave him to it. When I get back, the windows are exactly the same as normal and he's left a bill. I turn the computer on to send him a strongly worded email and, what do you know, everything is in French. What's going on here?
