Is it normal my brother is really sensitive?

My brother, who has cried over ten times in the last couple of days is starting to bug me. we are teenagers so you would think that he had to have passed over the time period where he cries. Even the littlest thing will set off of waterworks .Along with his crying theres also me. and i am terribly aggressive towards anything that is remotly threatening.
My parents didnt do anything to stop this crying thing except for yelling and screaming at him to shut up and grow up. I need ideas that wont make him hate me more and to get him to stop crying.

P.S- he has been to 3 different therapist and all that has done is make it worst. also im living alone with him and my sister
