I do not know your exact age. I realize this site tries to limit people... but it really can't so I will say: It is abnormal to be attracted to your family members. From evolutionary psychology, we understand adolescents to show adversity to their parents and others in the house to inhibit incest, thus widening the gene pool.
On the other hand, adolescents have much more fluid sexuality than do adults. The attraction might simply be a result of an inundation with hormones.
If you are an adult: I will simply say that we are often attracted to people that look similar to us: My partner and I look alot alike, however, bear in mind that attraction to a family member is not normal, as there is unlikely no way for both parties to enter willingly into the relationship clear minded. One party might enter into the relationship bound by familial love and obligation, as opposed to sexual love. In short: you might be into him, and he might say he's into you, but he might just be doing it to please you because your his brother and he loves you, he is just not in love with you that way.

Twins have a very complicated psychology. I would say this is normal, but I wouldn't think it normal if you were just siblings.
