Is it normal. keep trying for the person who capture ur heart

Here I go again, I'm love struck over someone who I know was coming on to me. I felt her vibes I know she knew I was on to her. She would stare at me during meetings. Always calling me on the radio at work. When I tried to get her to go to dinner or lunch she keep putting it off and something always comes up. But I was asked by her first to go out. That is why I don't understand why when I text her to ask she never text back to say yes or no. But I can't get her out my head, she just had a birthday and I sent her a gift , No response. Please I need to know from someone who is gay and a female how to handle this please. I'm not sure if she is dating last I knew they broke up.
