Is it normal i want to reduce the size of my penis

Ever since I could remember every condom I ever wore was too small, or too tight. To the point where I've broken a surplus amount of condoms trying to put it over my 'circumference', and not only that, but I can barely get my phallus erect to half a chub before I'm on the verge of passing out. Which dates back to my first time masturbating which had left my face looking extremely sunburned. My family as concerned as they were I couldn't tell them about this problem.. So this lead me to here to ask you all anonymously on whether or not it would be a good idea to get a reduction; and thank you for your time.
