Is it normal i think my brother's friend might be gay?

My brother is 26 and hasn't dated for the past 4-5 years when he became friends with this guy. They moved in together and wear a matching ring and spend waaaay too much time together and take a lot of pictures of each other. Also this guy stares at my brother a lot and it's kinda weird. I think he might be making it hard for my bro to find a girlfriend when he's always around.

One day when I was over they started arguing and my brother accused him of not being supportive over something and then actually cried about it. I've never seen him cry, ever. And the guy was so genuinely upset for upsetting my brother he rubbed his back and kept apologizing and he teared up as well. They eventually made up but not after a whole emotional ordeal over something really simple.

They're always so smiley and sit really close. I don't care if he's gay. I just want to know whether he is or not. And I'm surprised my brother is so close with a possibly gay guy. He's usually a pretty closed minded person.
