Babies and toddlers swim naturally when submerged. Older kids and adults who say they can't swim really mean that either they've never tried, or when they did, they panicked.
When calm emotionally, it's absolutely simple to remain afloat in calm water. Your limbs move naturally to keep you afloat in a position either on your back or on your abdomen.
When you're scared of deep water and the idea of drowning freaks you out, of course you're going to flip out and panic in the water. Struggling in the water doesn't keep you afloat.
Hah. But really I never got how people can't swim, all you do is move your legs..?
