Is it normal i cant talk to people with horrible english?

I mean people that do not speak English and so everything they say is switched up like alphabet soup. I get annoyed when they try accuse you of things on websites that might end up getting your account suspended.

Like example on a site for only 18 and up they ask "Are you 16"? since they misread something or do not understand how the site works. How do you communicate with these people when you cant even understand when you write something back to them?

I end up get angry and frustrated since I not sure how to communicate with this person and I know I shouldn't. How do you interpret broken English? Does anyone know?

Why bother? Frustrating yourself like that makes no sense. Stick with communicating with those you understand and leave the others to those who don't mind the hassle.

I'm not to crazy about speaking to people who improper English or ebonics. I remember at one point, many years in the past, I went to this after school problem in an area that, I guess, is mostly African-American. Just about everyone there used improper English/Ebonics. Oh! You have no idea how much this pissed me off. Previously, I had been going to another after school program for years, in a predominately Caucasian, but still somewhat diverse area and not once do I recall hearing improper English. There may have been a few Ebonics here and there but, it must not have been particularly bad or else I would have noticed. I have an exception, which is if English is not the person's native language. It is shameful when English is a person's native language, but they don't even try to be good with it.

Some examples: That becomes "dat". Fuck becomes "fuk". No grammatical marks are used. Capitalisation is commonly ignored. I also hate text speak.
