Is it normal i am bewildered by this? low-cut tops on girls...

Okay, so I play guitar downtown and meet lots of girls. i'll chat some of them up for a few minutes, and i do alright with keeping eye contact, but eventually you have to look somewhere else or they get mega-creeped out. or maybe it's just in my head and i don't like to maintain constant eye contact with strangers. either way, i'll look at the ground or at my feet and then they'll give me this weird look and pull their low-cut shirt up to their neck awkwardly. it's like the pinback song "concrete seconds". one thing that confuses me is why women wear low-cut shirts if they are going to be all self-conscious and treat people like perverts. i know some people say that's all they can find in the stores or it looks cute, but lots of modest girls wear undershirts or tank-tops underneath. when i leave my tits out i kind of expect people to look and am proud of it. i actually prefer modest girls and am not really interested in the bar hopping girls that wear too much make-up, and it doesn't really matter what they think, it just makes me feel like half the people in the world think i'm being a perv even if i'm not, and makes things awkward when all i really wanted was to talk to them. so where are you supposed to look, maybe the top of their head, or just turn you back to them when you are talking? also, it's totally accepted for girls to blatantly comment on a man's chest or stomach, but not so much when a guy does it to a girl, unless she thinks he's really hot or she's just some crazy slut who's dad didn't love her enough. I know it's long and i have too many questions, but i've been confused on this for a while. please help. i would like male and female perspectives. i know i generalized a lot but i was just trying to keep things fun. holla.

    actually, i'm with you on that one. *rant on*

    i don't like wearing a bra(A-cup), and i like "light, wide" clothing. If i feel daring and wear something slighty see-through or something tight-fitting showing of my nipples, i fully expect people to stare.
    I know other people just wear things for comfort, but heck, you have to be aware of your effect on other people. I wouldn't combine pink, red, violet and crimson in an outfit just because it "feels comfortable", either.

    If i wear something that showcases my ass, legs or nipples/breasts, then i best expect people to look at them and be proud about them wanting to look. If i catch someone staring, i will often give them a smile before moving on, because being stared at is one of the more honest compliments you can receive...

    Personally, if I wear a low cut top it's because I feel confident about the way I look, and I'd hardly call someone a pervert for looking. If I minded that, I wouldn't wear a low cut top. End of story.
    Even as a girl it's hard for me to imagine another girl wearing revealing clothes when she doesn't want guys to look so I can only assume that
    a. she's being bitchy because her other girl friends are like that (or, she thinks it's how she's expected to act)
    b. She's embarrassed to admit she's actually kinda happy you looked, or she's afraid to be seen as the pervert for being ok with guys checking out her boobs.

    But then again, I'm not exactly an expert on woman logic, as I have a guy perspective on a lot of things.

    One of life's great questions. I don't know, if there are boobs to look at I will look at boobs. If my penis was hanging out and a girl looked at it I wouldn't call her a perv.

    There are reasons to wear low cut tops, even if we don't want to get stared at. For instance, in hot weather, breasts can get really sweaty and uncomfortable when fully covered. What a woman wears is never a license for you to act inappropriately.
