I love that flirty look spanish and black girls pull off. With snapbacks, skinny jeans, and jordans, big hoops, curly hair, tan. Is it normal for a pale white girl to wear this and not be made fun of?

White girls will always look better in snapbacks and skinny jeans. I'm super into shoes though. Please replace those nasty Jordans with some Toms or Vans. They are so much cuter <3
Where I am at, the girls that shop at places like Zumies and Pacsun are just flipping, unbelievably, ridiculously hot/cute. And I'm not trying to sound like shopping at certain stores will make you hotter or I prefer girls who dress this way. I'm just saying that for some reason all the cute girls around here end up in those places.
It's normal. People have different preferences with fashion, ethnicity doesn't really have to do it. You can pull it off what you like and if people have a problem with that then ignore them.
You're jealous of black girls? Girls who have notorious trouble finding a partner because they're men don't want them so they run around sniffing around white girls and other races trees?
You have an unhealthy attraction to otherness. You should stop feeling guilty or depressed about being white and be proud of your heritage and love your people.
It really depends on what part of town you're in, but I have seen a lot of white girls dress like this. Especially the rich/upper middle class ones.
Who cares about race. Who cares about what people think looks cool. If you are happy with how you look then sport it like your bullet proof.
