Is it normal for street lights to shut off when you walk under them?

I love to go for walks in the evenings and for years I've noticed that street lights shut off as I walk under them and then turn back on once I've passed by. On one street I had it happen 5 times as I passed under each light. Sometimes they even shut off as I drive by them. They don't flicker, they straight turn off and then back on once I've passed. Is this normal?

    It's a power saving measure. The one outside my bedroom window has such an odd pattern I still can't figure it out after 6 years living here.

    I noticed lights come ON when I walk by, but then I realized they had motion detectors. But I have the same thing with street lights. I actually started recording when it happens a few months ago because it happens fairly often. Weirds me out!!
