Is it normal for someone to be on a diet and not lose wight?

I am 23 and sadly I HATE my body. i am a DD and I am 5'2. When I gain weight it all goes to my breasts and my belly which is a horrible thing. it looks so bad especially because I am so short. I have been working out,walking,running, and I have even been eating healthy but I do no seem to drop one pound. I started to think that it was because I was pregnant but no I am not. I feel like I am the only female that is going through this. IS IT NORMAL FOR ME TO EXERCISE AND NOT LOSE WEIGHT?

    See a doctor about getting some blood work done, because it could be related to your thyroid.

    Do you follow any certain diet? Eating healthier and dieting are two different things.
    Also when you exercise fat turns into muscle so sometimes the scales won't show this. It is sometimes best to measure yourself like your waist, chest etc with a tape measure to see if you notice a change with that method.
    But if you are dieting and not losing it is worth asking your dr to check out your thyroid levels.

    You might have hypothyroidism - I have this too. I could exercise my bum off for months and not lose much at all. I would get a bloodwork like RoseIsabella suggested.
