Is it normal for someone that supposedly likes you to ignore you?

So there's this guy that supposedly has a crush on me. He's told a few of our friends so they'll let me know. I haven't said anything and remained neutral for now while I think about how I feel.

He's always staring at me while I'm not looking but I find it weird that as soon as he sees me looking he either looks away or immediately glances behind me and pretends he wasn't looking at me. He starts conversations and then "fades out" and by that I mean that he seems excited and confident at first but then he looks down and/or looks away and becomes quiet as if he wants to run away

Wtf is that all about. Now, I'm confused that maybe he's unsure? Or maybe as soon as he sees my face he regrets having a crush on me haha. He does everything possible to be in close proximity to me and make a conversation with me but he's making me start to think he was kidding about even liking me in the first place or maybe my friends are playing a joke on me.

Is it normal if someone likes another person to behave this way??? Keep in mind he's in his 20s and not an age where one would think someone would be acting in such a puzzling and contradictory manner

    Just fly out with the question, do you like me or not? By saying "like" instead of "love" it's not too tough, and by going straight out he would most likely have to answer it. It will break the ice.
