Is it normal for parents to be easier on their kids than others'?

I have a friend who is very upset that the school is overlooking an instance of a child pulling a knife on her daughter. She is saying that the kid should be arrested and suspended. When it's her daughter beating the shit out of people and threatening them, she gets angry about them "overreacting" with pressing charges and suspension. Is it normal for parents to be harder and less forgiving of others' kids than their own?

Yes this is a blind parent. This is enabling bad behavior. Sadly a lot of parents will do this.

in the case of your friend, i would smack her father for letting that little girl terrorize other kids, god forbid she was terrorizing my kid, id make her do 500 pushups for every kid she terrorized
