Is it normal for neighbors to get mad when you fix your house+sing?

Is it normal for the next door neighbors to get angry when you fix up your house? Before she got married our neighbor hated when we fixed up our home. For ex. one time when we were cleaning and getting rid of things we didn't need she had a fit. She had a fit when she seen the old plastic Big Bird play house in the garbage. She slammed her car door and got really angry. Than like a year or two ago when we got our roof fixed her husband walked across the street to look at our house. When he seen that it was fixed he stomped away.

Than the other night my mom and I were outside. I seen the neighbor sitting there and she just stared. It felt like she was staring a hole through me. I started to sing "Jesus Loves Me" in German. Soon after that she got mad,went in the house and slammed the door. After I stopped singing I looked again and she was back. She was just sitting in that chair again and stared. It was like she never even moved. The weird part is neither mom nor I seen her come out or heard her door open.

So,is it normal for next door neighbors to have a fit when you fix up your house and when you sing a childrens' hymn?
