Is it normal for my penis to be this small when flaccid

All right here goes...my penis is incredibly small when flaccid(2cm/0.79inches) but normal sized when erect(17-18cm/7inches). If it's cold my penis is barely a centimetre. Subsequently I have never felt comfortable showering at gym or changing at my sports club. I've been poked fun at a lot about it, I did some research and I found was that flaccid length doesn't determine erect length but this is crazy, a 16 cm difference? Is this normal?

    its normal im 2-3 inches flaccid & 6.5 inches erect

    From what I've read too this is normal. The only flaccid penis I've seen (not counting my little nephews and cousins) is my bf's. I was surprised!
