Is it normal for my daughter to hate boyfriends daughter?

My daughter hates my boyfriends daughter. She has done things to my daughter and continues to be nice to her in front of us. My daughter knows its all an act as well as I. My boyfriend is not consistent with he discipline . He gets on her once about this and then forgets I guess. She is a Slob and he only cares for a minute. Or thinks of a reason for it. She can lie and he believes it. Or blame someone else. One thing she really likes to do is say something to get my daughter in trouble so she is not the one we are not focusing on anymore. Most of the time it works on him. But I know it will happen every time. Never fails. She has ruined most all of her friendships and has started trying to ruin my daughters as well. And seems to think that if she is friends with someone that my daughter isn't allowed to be friends with them. And her and her dad accuse mine of saying bad things about her trying to get them to dislike her. They are the same age same grade. Dad has always made everybody feel obligated to include her because she is sorry for anything she has done and she is trying to get better at being nice. My daughter does not want to hang out with her. She will not participate in sports because of her. My daughters friends don't want to com She thinks she should be included all the time. We thought a new school would be better for her nobody would know her. Nor much has changed she has learned how to lie. Or blame others for what she does. Dad has really been way to nice and let's her slide way to much. And in 4 years the ex won't sign divorce papers. Is any of this normal. My kids growing up and I don't want to stay where they are not happy. If things Arnt happy athome what's the point in everybody being miserable
