Is it normal for my boyfriend's foreskin to not retract?

My boyfriend is 21 and uncircumcised. He says his foreskin has never retracted before and that it stings if it's pulled back too far. I was curious about this and looked it up on the internet and found multiple responses (some guys don't retract; it's phimosis; etc.). So what do you think? I don't really think it's in my place to tell him that he may have a bit of a problem if it's not normal so I am unsure of what to do.

    It's a disorder. His foreskin is too tight, his cock probably got a lot bigger when he hit puberty and his foreskin couldn't keep up. So now every time he gets hard, it's gonna hurt like hell

    It is YOUR place to tell him. Since you two are presumably having sex, if his hygiene is not in order it can cause issues with your genital health.

    How is able to properly clean himself? There is a health condition where the foreskin won't retract. This can be very dangerous if he ever gets an erection because, it can cut of the flow of blood. He should consult a doctor.

    A difficult question! It's really up to him to decide whether or not he has a problem but...he shouldn't really be experiencing stinging if all is ok.
    I suppose a doctor is the best person to ask, but your bf may be too embarrased to acknowlegde that there might be a problem.
    I would try to find the right time to talk to your boyfriend about this...it affects you both, particularly when hygiene/infection could be issues.

    It's not that uncommon. Circumcision is one solution, as is stretching exercises, or topical steroids.
