Is it normal for my boss to be a lost drug addict?

I have been working at the same place for 20 years. Until the last 2 years, things were productive and fine. Now, the owner / my boss has been taking drugs for about 4 years. He cant remember anything important. He changes priorities and projects every few hours. He gets upset and frustrated easy like a 2 year old. He makes business deals and does not remember making them them. He makes our partners and employees upset for good reason and then blames them for the problem. I have tried talking to him, but after a couple of hours, he just forgets again. It is like a dark British comedy? Or is it? Is this just like your work? Is this normal? Some days I just enjoy it like a ride to nowhere. Other days, I see a good company being driven to the bitter end.
