Is it normal for my baby's arm to be purple?

Is it normal for my 6 month old bay's arm to be purple!? She was born with her left arm fully purple. She had a twin but she died because they got into fights a lot and that's why her arm is purple. Well that's what the doctors said but I'm not sure. It's still purple. Should I seek medical attention for her or no?
