It sounds like it's normal in your family, but probably not normal in everyone else's families.
Next time she does it, wait until you get hard, and then when she comes by to brush against you, say something like, "I'm tired of you teasing me, fuck me already - or at least give me a mother-lovin' blowjob" - or - "I can't take it any more! Stop teasing, let's have sex already". Ya' know... if she's really into it, then she'll go for it - if she isn't then you'll both have a laugh, and she will probably stop. That is not normal in the least, quite strange and messed up. Also, probably illegal as well, even if you are of age, it still is probably legally considered incest
