Is it normal for iv meth users to exhibit destructive behaviors?

My neighbor shreds porno Magazines into the trash all over his apartment and injects Meth via needle then makes huge messes and writes on the walls. He watches porn DVD's and has a totally ransacked apartment that is a fire danger. When he "tweaks" and injects the drug, or even just smokes it with other mentally ill neighbors in my building, his speech slurs and he steals money from another mentally ill neighbor by often giving him Rock Salt for supposed Meth so he can have more to shoot up with and continue destroying his apartment even more....This odd cycle of behavior seems to include his old White Supremacy Gang mentality from all the jail time and living on the streets before he got in Subsidized HUD housing with his "disability that includes Mental Illness Diagnosis"....As I wrote this one of my Mentally Challenged neighbor ladies just came and confessed in tears she had just used Meth but thinks she will just "stop it" (she is older, diabetic, and very mentally challenged as an active alcoholic)....I know of AT LEAST 5 of the Neighbors of mine using METH and the COPS have even caught them with residues and pipes and still let them off multiple times....IS is also NORMAL for COPS to seem so LAME and blame the lack of arrests on a District Attorney that will only prosecute on a bust of a "Quantity" of METH. That I was told by the Police themselves! NOT NORMAL this is a MESSED UP WORLD!

Officer Johnson and other Policeman have informed me the DA is the reason they only write tickets for small amounts of drugs when related to traffic complaints. I have repeatedly watched Oregon City and Clackamas County Police not issue tickets for Meth and/or Marijuana at my neighbors apartments!
