Well... Girls usually don't wear that to try and show themselves off unless their sluts. They usually wear it to look and feel good about how they look, and don't really wear it to try and turn us on. That's what girls have told me, at least.
I agree somewhat, I mean if someone is walking around with everything hanging out and knows it, they shouldn't complain.
But if they don't seem like they're flaunting it, like if it's summer, they'd wear short shorts etc. it's not really polite to stare.
