Is it normal for a white lump to be under my penis?

So im uncircumsized, and i have this little red line going down the underside of my penis, from the foreskin to the sack. Close to the top(close to the head) there is a small, eggshape(and color) lump on the line. Is this bacteria build up or something? I'm really concerned.

    It could be several different things/conditions, many of which are completely harmless. It's hard to tell without seeing it. Go online and look for pictures similar to what you have. Of course, the best option is to have a doctor take a look at it.
