Is it normal for a nerd's legs to be stronger than an athlete's arms?

I recall hearing about a bizzare case in Oregon where 3 skinny nerds held down their 17 year old friend, who was a tall athletic kind of person, and then these 2 nerds held him while the 3rd guy wrapped his legs around the guys throat, killing him by suffocating him. I thought that was weird because really how hard is it to escape from some nerd's legs when your life is threatened?

    Legs in general are stronger than arms. After all, they have to constantly drag around your entire body weight.
