Is it normal for a man to wear briefs to the beach?

Yesterday went to the beach with my parents, and there was a man there I would say maybe around 50 in just a pair of white Fruit of the Loom briefs he was a chubby guy. He was with his wife and we could hear her tell him to take his shorts off and just go in the water in his briefs.

    People can wear whatever underwear they want for all I care, but exposing it in public, regardless of what type it is, that is quite tacky. I'm not sure it doesn't even count as indecent exposure.
