Is it normal for a guy to be like this?

So i met this guy at a party and we were both a little tipsy but we really hit it off and found out we had a lot in common.

We ended up exchanging numbers and he didnt text me till like 2 weeks later. He was at his frats formal and was drunken texting me saying that he was just really shy and that he didnt have the courage to text me because he didnt think a girl like me would go for him and thats why it took so long to text me. He also said he wish he would have asked me to formal because he only took the girl he did because it was one of his buddies girlfriend's friend who wanted to go. I was slightly drunk at the time also and was like oh yeah thats fine, anyways by the end of the conversation he ended up asking me on a date.

On our date (this was the first time i had seen him away from the party scene) i found out he is actually quite shy. I ended up seeing him at another party soon after and we were both drunk (its college what do you expect) and we ended up fooling around. He talked to me a few days later to see how i was doing with finals and what not but i feel like i never seem to hear from him unless he is tipsy or drunk.

do you think this is because he is just trying to hook up with me or because of how shy he is?

its summer now and he isnt going to be on campus next semester. i heard from him once over the summer and he apologized to me for not getting to hang out after the last time we saw each other which was when we fooled around (i think he felt kinda bad because he knew that was the farthest i had ever gone) I just dont want to be played for fool. SO is it normal for a shy guy to be like this or do you think he is just trying to hit it and quit it?
