Is it normal for a friend to not respond to an email

I have a friend that regularly makes no response to the emails I send her, but she appears to want to stay in touch. She's asked to get together multiple times, says she wants to, but does not follow up to plan it. A couple of months go by and she'll ask to got out for coffee again, making no mention of the plans that never happened. Is this just normal people being busy, or is she a fake friend?

    I am terribly guilty of doing this, I am one of those really annoying people who will get a text, look at it and then get completely distracted and forget about it. With e-mails I have to be in the right mood and have the time to sit there and respond which I struggle with these days. If she was being funny with you she wouldn't get in touch with you at all, she obviously wants to talk to you but she's just one of those people I'm afraid

    have you actually confronted her about it? maybe she doesnt check her email or is just really busy

    People don't use e-mail as much these days. Try reaching her some other way.

    I have a friend who does this all the time. I use to take it personally until I discovered that this is who she is and does it to everyone.
