Is it normal for a brother to whistle at his sister?

The other day, I was facetiming my friend, "Amanda" who is 17. I am 18. Amanda has a 19 year-old brother, "Mike" and a twin brother, "Steve." When we were facetiming, she tried on her hoco dress to show me. I told her it was pretty. Then she said, "Thanks! Hold on a second..." and then she went into the other room. I heard her say, "Hey Mike, do you like my homecoming dress?" And did on of those "Woo, whoo" whistles that guys do when they think a girl is hot. It really bothered me. They continued to talk, but I couldn't hear what they were saying, but then he whistled AGAIN. Is that normal?!?!? I don't have a brother, so I have no idea what is normal. Amanda also says that Mike sort of likes me. All three of those siblings are VERY close, and they all get along really well. I have never gotten weird vibes (until this incident) from Mike, but I have always gotten weird vibes from Amanda and Steve's relationship. Is it just because their parents encourage family-closeness, is it normal, or is something weird going on?

    Sounds harmless to me. Families are kind of like micro cultures, what's normal in one might not be in another. And since you said they're all really close, this kind of joking around doesn't surprise me.

    It could indicate something's wrong but it could just as easily be that's the way they show affection there's nothing inherently wrong with it.

    Oh come on, that's completely normal. Joking around/complimenting his sister doesn't mean he fucks her up, or wants to.
