Is it normal for a best friend to act like this

I take care of my best friend and I thought she would do the same
However she is an attention seeker and puts that above our friendship. I don't know how to talk to her about this. I had the worst day and she told me everything would be great if I wanted to go out with her. She said she would hold my hair like I held hers. But then she gets attention from boys and its like I not there. She gets drunk and I go to tell her I going home but she won't leave the conversation with the boy she is talking to. Not to mention she has a boyfriend. I left completely upset and I want to confront her about it. Just this morning I made her breakfast.

I also might want to mention we are abroad right now so I thought we would have each others backs but I guess I care to much.

    You're both abroad to have fun. You don't need to both do the same things. You don't have to coddle if you don't want to. All your friends and family need their own space and no one wants to give or get attention all the time.

    She's obviously to soaked into her boyfriend and things like that to notice you. One day they'll break up and she'll be coming back to you for help when she has no where to go. I say you should find some other friends and tell her that you deserve better. I'm sure somewhere someone wants to be your best friend and will treat you like a person
