My brother is 16 years old and his girlfriend is 14 years old. A lot of people say it's wrong, but some people say its ok. So is it normal to have a girlfriend that is 14 if your 16?

They could be born 366 days apart and be 16 and 14, or they could be born 364 days apart and both be 15 at the same time.
Alternatively, your brother could be 17 tomorrow and his girlfriend might have been 13 yesterday.
In either case, you can't tell how "grown up" they are. If it works for them as individuals, great.

As soon as you go from 15 to 16, you completely change in so many ways. You go through a total metamorphosis. Your intellect grows in leaps and bounds and suddenly, a 14 yo girl becomes like a small child to you, both intellectually and certainly physically. She is no longer attractive to you. She must at least turn 15 for you to feel attracted to her again. But then again, you will then be 17, and it starts all over again, as now that she is only 15, she is like a child, far too young to see as pretty. The age gap certainly makes you a crazy psychotic pedo who should be castrated you sick freak!
Now... when she turns 18, magically, she is THEN fair game for all. It is at that point that ANYONE can find her attractive. 17? gross. ick. 18? HOT! Put her in Playboy!

Two years isn't a huge difference. I would be worried about the influence he has over her.
That's not much of an age difference so I believe it is normal.
My only concern would be the amount of influence the older person *might* have over the younger person. People are so impressionable at those ages and are more vulnerable to peer pressure, especially older peers.
Like dappled said, it depends on the people and on what the age difference is, exactly.
