Is it normal for a 19 year old girl to marry a 29 year old man?

My friend, 17 year old girl, was seeing a 21 year old male. They were not formally boyfriend and girlfriend. He cheated on my friend with his ex of five years the entire time my friend and him were seeing each other. A month after he broke it off through a text she dates a 29 year old man. And four months afterwards he proposes to her and she says yes. Is this some rebound relationship? Is she crazy for getting engaged a year after she graduated high school? She barely turned legal.

    Yeah, she's too young to tie herself down and
    no it's not normal, it is a rebound relationship
    she better hope that 29 year old guy really loves her
    I'm age 48, would love to be married with a younger
    wife but i want a girl to be happy and feel real life
    maybe do things she likes in life I want her to have
    fun and not think she's tied down.

    I myself don't adhere to this rule but I do have a rule that it is not creepy if they are ten years apart or less. Now for the part where she broke up with her boyfriend and within a year re-married then I don't expect it to last as long as a normal relationship would due to her not fully having time to cope with her breakup and then grow a love for a person.
