Is it normal for a 17 year old girl to date a 23 year old man?

My friend has been talking to a 23 year old man on kik. They both have fallen in love with each other and they really want to meet up.

Some of our other friends have said that it's wrong and she should wait until she's 18. But she doesn't want to wait because her birthday is in may and she really loves this guy.
I'm really happy for her to find someone who actually makes her happy but I have no idea if it's right or not.

So is this normal?

    Here in Sweden something like that isn´t odd or weird at all. 17 and 23 is perfectly fine. Especially if the 17 year old is drawn to older people as it is.

    They both are legally old enough tm have sex. She shouldn't worry, he's kid too. Realistically because females mature y ounger this is a pretty good set up. They should be well suited
    I had a girlfriend of 18 when I was 25 and we lived together it was great. We loved each other alot. Her friends / family didn't know what age I was though and so we didn't have anyone interfering .
    We broke up for reasons unrelated to age and beyond our control.

    From the 23 year old's perspective: the 17 year old girl looks mature enough to be dated.

    From the 17 year old's perspective: the 23 year old looks much more of a promising prospect than the immature little boy peers in her school.

    From my perspective:

    - Although your friend might be wielding all the characteristics of a woman, the reality is that she probably still has the mindset of a little girl. That's not her fault though - if you look what she is surrounded with in her school, her friends, parents who possibly still treats her like a kid, etc. It's a catch 22 (in this case, a 23 - prrrr tsss).

    Anyway. I think that if two people fit together (and actually enhances each other's good qualities and make each other happy) then they should be together and people should just mind their own business.

      Thank you so much for your answer. My friend does think that everyone her age is immature so she fancies older people. She did want to date a 40 year old at one point but we all find that the 23 year old is more suitable.

      That last paragraph is so true and I am really happy for her. It really shouldn't be anyone else's business.
