Is it normal for a 10 year old boy to let a 4 year old touch him?

So yeah, the title really says it all. There was no force or anything involved, and the 10 year old didn't ask the 4 year old if he wanted to. The 10 year old was just playing with his penis and the 4 year old asked if he could see it and play with it, and so they 10 year old let him.

    well the age difference is 6 years... If a 10 year old wanted to touch a 16 year olds penis would this still be a question?

    The 10 year old didn't know any better, but he should have said no. It's hard to bring up "age of consent" arguments when they are both so young, most 10 year olds are being told not to touch older people (if they are even being told anything at all)

    It's probably normal for a 4 year old to be curious about what the older boy is playing with, but the older boy should probably be told that no-one can touch his penis unless they are the same age as him? or until he's X age? I'm not even sure...
