Is it normal egregious patch of arm hair

Today I saw a pretty attractive girl in her early 20's with this patch of hair on her arm. It was a few square inches on her forearm, close to her elbow and it was like really coarse longish hair (maybe like an inch long)...It definitely wasn't normal arm hair. Coarse like...it reminded me of Chewbacca's hair. The rest of her arms were completely normal.
I noticed it first and looked away because I didn't want to stare but when I snuck a second look it was...just there. It just puzzled me because she was really attractive, I honestly thought 'is this some weird fashion or charity thing or something?'
I'm aware this sounds troll-y but it is the honest to God truth. So what is this? IIN?

      That's why it was completely incongruous with the rest of her appearance... It's irrelevant but I just wrote what I saw and thought this detail might make a better picture. Thanks though....I guess.

      Well I can't rule that out. But this hair patch would still be weird, even on a man.
