Is it normal my step dad will be really touchy over me and start hugging me but holding parts of my body that is personal. He sometimes just walks in on me when im getting changed even if I close my door he sometimes will just walk in on me even after I tell him to get out he takes ages to leave I have to physical push him out sometimes.
Tell your mother. If your mother laughs it off or tells you you're imagining things, call the police.

If you are old enough you'll know instinctively if a man is trying to grope you or just showing affection. In any case tell him yourself that you have grown up enough to entertain physical affections so randomly by the opposite sex if he is just being a dumbass he shall wake up if not then tell your mom you don't like it and will call the police if she can't keep him in check.
I have told my mum and she just said his doing it because he cares about me. I have shown my mum bruises from him and she's doesn't believe me and im scared to go to the police as he said he will hurt my mum if I do.

You need to realise he will say ANYTHING to make you obedient and willing to have him do whatever he wants with/to you. Saying however isn't doing. Pedo's are usually total cowards, and won't go through with their threats.
Call the police. At best, if he has been touching you sexually, they might arrest him. At worst, they will note on record what your complaints are, and if he DOES do anything to you or your mum in future, they will throw the book at him.
id go to a neighbors house for a while or a hotel. Id call the police there and then wait for whats next
record or voice record him next time he comes into your room, if he touches you or comes in when you're changing take the recording back to your mum as proof. if she still does nothing, if you are young talk to a teacher at school you trust about this, or a guidance councillor if they have that at your school.
