Is it normal: adults starting relationships with teenagers?

Is it normal or acceptable for a man who is almost forty to pursue a teenager who is not quite 18 yet???

    I think the 40 yo man has serious issues. He may be such a prat that he can't get a woman his own age - who can see right through him. So he goes for a child who he thinks he can impress. I'd tell him to grow up!

    I don't know. It happens. It's not awful, but at the same time; how is the teen not being taken advantage of? It doesn't matter how mature or wise they are for their age, they are still children.

    If it was a 40 year old woman going for a 17 year old boy; I think people would think she's a pedo for sure. But if it's a guy, going for a teenage girl, then people are more willing to justify it; saying that girls mature faster than boys (which isn't necessarily true).

    I think it's normal to find it shocking.

That's the part of the brain that is responsible for emotion, impulse control, judgement and decision-making. So, how could a teenager, who's brain is not yet capable of the same rationalization as an adult brain, have a 100% consensual relationship with someone who does?
