Depends if your judgement is an accurate one.
I hate this whole "don't judge me" thing. Some judgements are completely true, and it is used more so in a self defense method than a simple "your judgement is inaccurate".
Most people that judge others do so on very limited data and from extremely subjective points of view. Even knowing the most of the story sometimes isn't enough.
But regardless, it is judgmental because you have to use your judgment to say that being judgmental is bad. Sometimes, being judgmental is smart and can save you from a really bad situation. So to say being judgmental is straight up bad is stupid.
This is kind of one of those yes and no answers like the one where the tree falls in the woods and no one is there to hear it.
I would say, no it's not judgemental because you can point out what is bad. Everyone has morals, and that doesn't make us judgemental, but if you are giving someone hell, disowning them, treating them differently, etc. because of it, then I would say that is judgemental.
Most everyone is judgemental, and if you aren't you've got some serious issues and will not make it through life.

For the first definitions, yes. For the second one, it depends, though I'd lean towards no.
Yes! It's like people who claim to be tolerant, but can't tolerate anyone less tolerant then them.
Depends whether you feel being judgemental is more acceptable when applied to a concept than a person. I personally think it's okay to, say, like Chinese cuisine.
