Im constantly wet, is this normal?

i am always wet, no matter if im turned on or not. ill just be walking down the street or hanging out and ill just get wet out of no where, its not like someone will say something or ill see something, it will just happen. ive never not been wet. im 18 years old, and this has been happening to me since i was in 1st grade. do i have a condition or something? is this even normal?
