Not sure what 70 is as I work in Celsius and I cba looking it up.
But when its winter on the farm I wear leggings under jeans, and about 5 top layers, if youre comfortable and want to do it then do it!
If you drive a motorcycle, it's very normal.
If you don't, just walk really fast and make motorcycle noises. That will make it okay.
I always wear long underwear (leggings, woollen tights, ...) under my jeans - even if it's more than 70F ...
I have done this when it was hot because I read somewhere it can help to lose weight.
I dont need to lose weight now but I did it in the past and I couldnt tell you if it worked or not
I'm going to say normal. I feel cold easily too. I'm weird though because I don't layer my lower body, I layer my upper body. I feel toasty as long as my upper body is warm. XD
