Alright, let me lay it out for you. First of all, society always existed. A society is an aggregation of voluntary behaviour. For as long as humans interacted, there has been society. But society has a counterpart. Its counterpart is the state. A state is an aggregation of INVOLUNTARY behaviour. While taxation, war and imprisonment are all a part of the state, also is child abuse and propaganda. The aggregation includes the actions of individuals who aren't a part of the government. The reason why they are so important is that they are the real fuel of the state. The state is not the origin of corruption, rather, involuntary behaviour is the origin of corruption. If everyone stopped paying their taxes, the state would seize to exist.
