Is it normal to swing arms back then bring them forward smacking fist into palm

I I N and why do some people , usually men or lesbians, while having their arms down by their sides swing them back a bit then let them come forward with the (annoying , pointless ) move coming to an end with one fist into the Palm of the other.
I'm sure we have all seen it . It is usually men or lesbians who think they are tough but aren't who partake in this activity.
I recently watched a security guard doing this when a female stopped with him to ask him something . He only started when she went over to him. Was he saying 'I'm real tough , its not just my meat that I beat look at me pound that palm '
I don't know what should be done
I dealt with that guy in my own way , but what about the next one?
